The capital of Tatarstan is the only Russian city to obtain this status.
Kazan has been registered in the UN as a disaster resilience center under the Sendai Framework for Disaster Risk Reduction implemented within the UN International Strategy for Disaster Reduction. The capital of Tatarstan is the only city in Russia that has obtained this status, which imposes additional obligations and responsibilities on the capital of Tatarstan, Kazan Mayor Ilsur Metshin noted today at the Business Monday meeting at the Executive Committee.
“No doubt, this imposes on us the responsibility to meet this high status. It is important that Kazan became the first city in Russia registered in the UN as a disaster resilience center. It is important to continue this pace. All this is aimed at the safety of Kazan residents, and we will continue this work next year”, - the head of the city said.
The disaster resilience centers are cities that have a political and technical commitment to address the risks of natural disasters and climate change. The city should develop a Disaster Risk Reduction Strategy in accordance with the Sendai Framework for Disaster Risk Reduction 2015-2030.
Ferdinant Timurkhanov, head of the Civil Protection Department of Kazan, said that the proposal to organize a disaster resilience center in Kazan was announced at the “The fifth Anniversary of the implementation of the Sendai Framework Program at the national and local level: results and prospects” conference in April 2021. During the conference, the participants of the framework program were informed about the implementation of programs at the national and local levels, and developed proposals for its intensification in the Russian Federation.
Ferdinant Timurkhanov reminded that in 2017 Kazan was among seven Russian cities to obtain a certificate of participation in the program for the protection of cities from natural and industrial disasters, implemented under the UN International Strategy for Disaster Reduction. “Employees of the Civil Protection Department have been trained to implement the Sendai Framework Program at the local level”, - Ferdinant Timurkhanov said.
One of the activities of the Sendai Framework Program is engaging scientific, educational and public organizations in the study of the causes, conditions and forecasts of disaster risks in order to improve risk management. The Civil Protection Department has organized cooperation with leading institutes - the State Research Institute of Civil Protection and the Department of Industrial and Environmental Safety of Kazan State Technological University, which provide the Civil Protection Department with scientific support in the implementation of the Sendai Framework for Disaster Risk Reduction.
On May 12, 2021, Kazan received an award in Moscow as a participant of the “My City is without risks” pilot project, based on international approaches to self-assessment of the resilience of municipalities in emergencies. Two hundred eighty-five cities participated in the pilot project.
