Kazan will develop through renovation of the former industrial zones and new sites on the outlying territories

It is expected that housing quantity in the city will grow up to 46 million sq.m.

According to the General plan in the next 20 years, 13 territories in different parts of the city will become priority growth areas of Kazan. Residential areas, business centers and public spaces will appear here, as well as the new social facilities, urban gardens and new industry sites.

A polycentric and integrated development

According to the General Plan, in the coming years the boundaries of the city will remain unchanged, but Kazan will get polycentric and complex development. This involves the development of areas not only in the center, but also on the outlying zones. Along with housing, social facilities, including kindergartens and schools, health facilities, as well as traffic infrastructure will be provided.

Extra 16 million sq.m. of housing quantity

Analysis of the existing urban situation forecasted the city development and growth of population. The developers of the General plan estimated that in 20 years Kazan should grow by 16 million square meters of housing, up to 46 million square meters. Former industrial zones, depressing areas and outlying spaces will be used for site development. 

Most of the industrial sites are not functioning at present

Renovation of industrial zones for the development of the city is not a new practice and is used all over the world. At the same time, the developers of the new General plan decided to leave the site where industrial production is carried out, and organize new ones closer to the city borders.

“We propose to create conditions at these sites for the development of other functions without aggressive removal of production from the city center,” - said the former chief architect of Kazan Tatyana Prokofieva – “It means that the working enterprises remain, but they have to reduce sanitary protection zones at the expense of production modernization” 

Development of the depressing areas

For the first time in the history of the city on 30 territories of 8 different blocks will be zones of flexible territorial planning. This will allow to develop these sites in a comprehensive manner, provided that there is a rapid development of social and transport infrastructure.

"In fact, we are talking about that in such a depressing environment from an urban point of view, it is impossible to build housing until the territory is revised and conditions for future residents are created," said Tatyana Prokofieva. 

Low- and high-rise housing construction

The project of the General plan of Kazan involves the development of both multi-storeyed and low-storeyed construction.

Mainly multi-storey construction will be carried out on the territory of "Zapadnoe Zarechie" and residential area "Salavat Kupere", where simultaneously with the new houses will be constructed 9 kindergartens and 4 schools.

In multistoried construction, the project will indicate the zone of housing development, the territories that will be given to the city for the construction of kindergartens, schools, etc.

Along with residential buildings, the General plan provides for new business and public centers – near the River port and the HSR station ("North railway station").
