Ilsur Metshin: “There were so many tensions, but it’s past – the construction is over”

The mayor of the city congratulated the new settlers of the houses at 68th block on Chistopolskaya street and at the residential complex “Tsaritsyn hill” on the move-in.

Today, the mayor of Kazan Ilsur Metshin congratulated the homebuyers on Chistopolskaya street, 61d at the 68th quarter and on Fucik street (“Tsaritsyn hill”) on the long-awaited move-in. Both long-delayed buildings were approved for property delivery on December 30, 2019. This news became a real New Year’s gift for the homebuyers. As the head of the city told at a meeting with new settlers, presently, there are another 9 delayed venues in Kazan, and 6 of them have already been agreed upon for completion.

The meeting with homebuyers took place in the house, which is located at the intersection of Chistopolskaya street and Amirkhan Ave., in the 68th quarter. The construction of the house was started in 2005 by the “Svey” company (LLC “MAG-Story”). A residential building of two blocks with built-in retail and office areas was supposed to be delivered in 2012, but construction work was stopped due to the bankruptcy of the developer. Since the fall of 2018, the company “Briz” has joined the construction of the delayed building.

The house has 311 apartments with an area of 17.9 thousand square meters, as well as office space with an area of 4.4 thousand square meters. The mayor of Kazan inspected two apartments in one of the high-rise blocks. “A nice light apartment,” said Ilsur Metshin. First deputy head of the Executive Committee of Kazan Azat Nigmatzyanov said that all the apartments are of shell and core condition. “State Construction Inspection Service carefully checked everything here for a long before issuing a statement of conformity”, - he said.

“It was one of the most unfortunate houses since 2005.” Ilsur Metshin said to the homebuyers. – There were problems with the design and financing. Since the fall of 2018, the “Briz” company, the Presidential Fund (the Republican supporting fund for persons affected by the actions of unscrupulous developers – ed.note), we went through a long scheme.” The head of the city thanked everyone who participated in the completion of this house, including the builders and the “Briz” company. “There were so many tensions – Azat Nigmatzyanov graduated a new construction University when working on construction of this house”- I.Metshin said. – But it’s past- the house was delivered, you finally saw your apartments.” “Our apologies for those careless developers. We hope that this will not happen again thanks to the new legislation,” the mayor added. Other new settlers- homebuyers of the house on Julius Fucik street (residential complex “Tsaritsyn hill”) came to the meeting with the head of the city. The construction of a multi-stored building for 241 apartments was started by “Fon” construction company in 2012. The house was promised to be delivered in the beginning of 2014, but work on the construction site has stopped. To complete the construction of the delayed building in 2017, an agreement was signed between the “Fon” developer, the contractor - “Atlant” company and the initiative group of homebuyers, which specified the sources of funding. The agreement, in particular, assumed the sale of parking spaces to the homebuyers. However, these funds were not enough to complete the work. The construction was completed after the establishment of the Republican supporting fund for defrauded homebuyers in 2018. Last year, the “Briz” company started its work on the “Tsaritsyn hill" - the house was put into operation at the end of 2019. The area of apartments is more than 13.3 thousand square meters, the office area is 1.4 thousand square meters, and 195 parking places.

“Construction of the “Tsaritsyn hill” began in 2012, less delay period. But when people are waiting, and even one year is long. I wish you happiness in your new apartments”, -Ilsur Metshin said.

For information, in 2015, the default of commitments by developers was revealed at thirty residential buildings in Kazan. To date, with the assistance of the governmental bodies of Kazan and Tatarstan, the construction of 21 venues for 4406 apartments has been completed. Among this, 5 houses for 974 apartments with an area of 53 thousand square meters were delivered in 2019. The mayor of Kazan noted that still there are 9 long-delayed buildings in the city today, and the solution has been found for six of them. “We will rescue three more”, - the mayor summed up.
