Ilsur Metshin: “Transparency and optimal funds spending are our main priorities”

The Mayor of Kazan supported the idea of creating a centralized procurement system for MUPs.

(KZN.RU, January 22, Mikhail Chentsov). A centralized procurement system for enterprises, similar to the current activities of the municipal customers of the Executive Committee, will be developed in Kazan if there is an appropriate request from the municipal unitary enterprises (Rus. MUPs). Grigory Kharitonov, the head of the Directorate for Competition Policy and Procurement of Kazan, reported this during the Business Monday.

Ilsur Metshin, the Mayor of Kazan, supported the idea of creating a centralized procurement system. “I am sure that the message about the possibility of organizing a centralized procurement system, which was sounded in the report, will be heard by all MUPs and managers. And we will create such a system. We must implement it at the beginning of this year and report on the results. Transparency and optimal funds spending are our main priorities for organizing municipal purchases”, marked the Mayor. The head of the city instructed Denis Kalinkin, the head of the Executive Committee, to coordinate and to lead this work personally.

The head of the city reminded that at the end of 2017, Vladimir Putin, the President of Russia, signed a law that facilitates access of small and medium-sized businesses to procurement procedures and state and municipal order. “The President of Russia set the task to increase the share of small and medium-sized businesses’ purchases in the state and municipal sectors by half till 2020. As customers, we are happy about it. First of all, small and medium-sized businesses are well represented. This is an additional push in the development for our businessmen. And it will expand possibilities for the municipal authority to save budget funds, which is no less important”, said Ilsur Metshin.

G. Kharitonov told at the meeting about the results of the Directorate’s activities for 2017. He noted that the savings on purchases were provided in the amount of 684 million rubles. He cited an example of an open competition for the development of design estimates for the Millennium Bridge and the Third Transport Dam (to ensure the security of the transport infrastructure of Kazan during the World Cup). According to G. Kharitonov, the management has found suppliers with most profitable offers that meet the customer's requirements. “The savings at the stage of the application’s approval amounted to 1 million rubles (18.5%). 7 suppliers took part in an open competition. As a result of the competitive procedure, the savings amounted to 1.7 million rubles (or 31.5%). The total savings on procurement amounted to 2.7 million rubles (50.0%)”, he said.

The management issued recommendations on adjustments for 2574 applications at the stage of examination of the Kazan MUPs purchases. As a result, a saving of 74 million rubles was provided. “At the same time, the economy of the MUPs in 2017 was about 289 million rubles. The overall picture demonstrates the positive dynamics of improving the quality of customers’ development of requests for additional limits”, concluded G. Kharitonov.

Ilsur Metshin noted that an impressive amount has been saved but it is not the only advantage of the work. “Over the past year, the Directorate has received significantly fewer complaints about our budget recipients, application documents, all divisions, and MUPs”, said the head of the capital of Tatarstan.
