I. Metshin “The way of selecting contractors, which we started last year, works without flaws”

The housing overhaul program in Kazan has already been completed by 73%.

(KZN.RU, August 12, Ksenia Shvetsova). The overhaul of the housing stock in Kazan is completed by 73%, which is several times higher than last year. Today, acceptance commissions evaluate the work of contractors. Implementation of the program ahead of schedule confirms the effectiveness of the new way for selecting contractors, approved last year. Ilsur Metshin, the Mayor of Kazan, announced this at the Business Monday. He also noted that all the flaws that the contractors made would be eliminated at their expense, and urged to finish work not only quickly, but also efficiently.

Dmitry Anisimov, the chairman of the Housing and Communal Services, reported on the progress of the overhaul program. He reminded that the program included 243 multi-apartment buildings totaling 1.8 billion rubles. Due to cost savings from the results of the last year’s program, 9 multi-apartment buildings in urgent need of major repairs were additionally included in the program. Today, the work is going on in each of them.

The volume of repair work in Kazan is almost 73% complete, whereas last year the implementation did not exceed 38%by that time, noted D. Anisimov. The work and acceptance commissions are held at the repaired sites. In total, experts evaluated overhaul in 44 houses. “Last year on August 12, the acceptance committee was not held at any house”, marked the speaker.

The pace for the replacement of elevator equipment is also significantly ahead this year. To date, 100% of the elevators have been updated in 42 out of 51 homes. Last year, at the beginning of August, the work on the replacement of elevator equipment was started on only one house.

It is planned to complete all major repairs by November. The seasonal works on the facade and roof will be completed by August 15, and on central heating by September 15.

“This year the program is being implemented ahead of schedule. This suggests that the way for selecting contractors, which we started last year, works without flaws”, said Ilsur Metshin, the Mayor of Kazan. “It is important to comply with the deadlines and in time to complete the overhaul of those houses that are included in the program this year.”

According to the new requirements of the Government of the Russian Federation, an electronic auction was first organized for the selection of contractors for overhaul last year. In Tatarstan, the customer of the works is the Fund ZhKKh of the RT.

However, the program runs smoothly not on all objects. There is a threat of failure to meet deadlines for one of the seasonal types of work in some houses, noted D. Anisimov. He explained that some contracting organizations made incorrect work schedules, not calculating their possibilities. The terms of work may be extended only in a few designated cases, one of which is adverse weather conditions.

Flooding occurred when replacing the roof in apartment buildings due to heavy torrential rains. According to D. Anisimov, the reason for flooding was a violation of the work technology and a small number of workers at the facilities.

“To correct the situation, the general contracting organization additionally involved a subcontracting organization. Currently, the situation is improving”, said D. Anisimov. “The contractor will pay compensation based on the assessment. If fail to reach a settlement, then it will be paid by court order”.

“Weather conditions have complicated the work this year, we had a lot of rain. Nevertheless, we should not justify contractors when people are flooded”, said I. Metshin. “Of course, there is compensation, but in any case, such work must be carried out, taking into account all the risks”.
