I.Metshin: «The Volga river has served us for the centuries, it is time for us to serve it»

The compliance issues of nature protection legislation norms were discussed in the Executive Committee of Kazan.

(KZN.RU, April 1, Alena Miroshnichenko). Last year in Kazan the state inspectors conducted 1065 inspections in the field of environment, as a result they revealed 910 offences, accounted to 853 protocols of administrative offences, and imposed fines of more than 8 million roubles. Peter Korolev, the head of the Central territorial Departament of the Ministry of Ecology and Natural Resources of the Republic Tatarstan, told about it today at the Business Monday.

In the reporting period 5 claims and actions for environmental damage.were preferred totalling more than 13 million roubles, the activity of five enterprises was suspended for violating the requirements of nature protection legislation in the field of atmospheric air protection, as well as 8 criminal trials proceedings were instituted for ecologically dangerous substances violations, land damage, unlicensed mining activities, steal and illegal business of extractive projects.

In 2018 the specialists considered about 4500 references of citizens. «Mainly the citizens complain about non-compliance of ecological and sanitary requirements of waste, pollution and untreated wastewater discharged», - explained P.Korolev.

The number of «nonstandard transport» decreases annually

The specific attention in the city is paid to atmospheric air. 4 stationary and 2 mobile stations work on Kazan territory which fix 32 pollutants into the atmospheric air.

The project «Clean air» helped to detect facts of pollution. The project was held from June 15 to September 30 together with the specialists of the Motor Licensing and Inspection Department. So, the specialists managed to check about 800 motor cars, 10% of which was lower than the standard. «The number of «nonstandard transport» decreases annually, it is connected with improvement of petrol quality and replacement of obsolete motor-vehicle pool», - emphasised P.Korolev.

Besides the requests of air quality were considered for an effective solution by the relevant organization. They were from the territory of Aviastroitelny, Novo-Savinovsky, Kirovsky, and Sovetsky districts of Kazan. It is connected that the enterprises «Kazanorgsintez», the Kazan Powder Plant, «Tasma», the brick factory on Daurskaya street are located here. At the same time such large industrial companies, as «Vodokanal» and «Kazanorgsintez», use the emission-reduction potential of new scrubber systems. On clearing constructions of the «Vodokanal» works were completed for the improvement of sewage treatment facilities of the special «covers» with air purification system. The speaker noted that such experience had evoked widespread interest not only of colleagues from other regions, but also of foreign delegations.

Annually work is currently in progress to identify and suppress cases of violating the requirements of watersecurity legislation. In 2018 120 protocols were written, administrative fines of violating the requirements and the conditions of water use were imposed, amounting to a total sum of more than 800 thousand roubles.

«Annually the reducing the anthropogenic burden on the Volga river by building and update of treatment facilities is paid great attention in Kazan and Tatarstan. It allows to raise quality and to create comfortable conditions for people», - said P.Korolev.

Also he told of prepared priority project «Preservation and prevention of pollution of the Volga river», where Tatarstan is included as one of pilot regions. «Inclusion to the federal program will allow to make possible significantly lower permitted discharge levels for certain products no less than 63% by 2025», - noted Peter Korolev.

Last year 42 protocols were written for use of mining activities with violation of license conditions

One of the directions of the Central territorial Departament is to identify and suppress cases of violating the requirements of watersecurity legislationrevealing and clampdown of the facts of illegal mining of commonly occurring minerals. So 8 protocols about administrative fines were written last year. 2 reports of sand mining were drawn up to natural person, 42 protocols were written for use of mining activities with violation of license conditions, including 3 reports of violating the requirements of groundwater.

The number of places of non-authorised placement of wastes fallen by one third

For year 879 places of non-authorised placement of wastes covering an area of 19 thousand sq.m were found in the city. In spite of the fact compared with 2017 in 2018 the number of places of non-authorised placement of wastes fallen by one third.

«Sanitary-ecological condition of bunker sites and container blocks for collection and temporary storage of wastes in Kazan leaves much to be desired. It is connected with unloading of building materials and other wastes», - noted the speaker. However the federal and republic legislations don't envisage administrative measures and responsibility for the decision of this problem. Therefore the Central territorial Departament requested the Kazan administration to amend the Rules of city improvement.
