The Mayor of Kazan urged to accelerate the work on the optimization of municipal services.
(KZN.RU, July 3, Ksenia Shvetsova). This year, it is planned to digitize 29 municipal services in Kazan. As a result, 78% of all applications for municipal services will be transferred to the digital. Such data was announced today during the discussion of the work of the Project Office for the optimization of municipal services. It was held by Ilsur Metshin, the Mayor of Kazan, in the Department of Architecture and Urban Planning.
Before the meeting, the head of the city inspected the well-organized territory of the department and assessed the results of the repairs carried out in the building at Gruzdev Street, №5.
This year, the territory of the Department of Architecture and Urban Planning was landscaped. Convenient municipal parking was arranged for the citizens. According to Irina Dyabilkina, the head of the Department, the need for this appeared a long time ago. In total, about 50 parking places were organized for visitors. “Now parking is organized by all the road rules. Previously, there were pits, the cars were left very chaotic. Even employees of other organizations, trading machines, were parked”, said I. Dyabilkina. “Now there is always a free parking space for visitors. Plus, we fixed the first floor of the building. We created a waiting area, installed infomats, comfortable benches, terminals, information desk, where consultants are always on duty”.
“Good solutions that allowed to solve the problem of parking for visitors”, the Mayor agreed. He also appreciated the idea of creating a new public garden opposite the building and instructed to develop a detailed project for the future recreational zone.
Citizens receive services not only from the Department of Architecture and Urban Planning, but also from the Committee for Land and Property Relations in the building at Gruzdev Street, №5. The head of the city asked how easy it is for Kazan citizens to navigate among so many services. I. Dyabilkina explained that consultants help visitors. The institution organized an appointment at the electronic line, thanks to which they managed to save many hours of waiting.
The Mayor asked Ildar Gainutdinov, one of the recipients of the services, a specialist of a construction company, who came to the office today to coordinate the documents for opening a new store. “How do you assess the work of the Department? These are the same circles of hell as before?”
“No, there are no such lines for sure”, answered I. Gainutdinov. “But we still have to coordinate the documents for a long time. We respond to all comments, make changes, but new comments appear”.
“I understand, but the appearance is important. But if you have any wishes, you need to express them to our employees. For example, if in your opinion, this paper is not needed, this procedure could be done by calling or by mail... We are ready to consider and implement your wishes. Tell us how to develop”, said I. Metshin.
Radik Shafigullin, the deputy head of the Executive Committee and the head of the Project Office, spoke about the main results in optimizing municipal services. According to him, today, 80% of the projects planned for implementation are already in operation; the rest will be implemented in the next six months. The focus is still on large structures where the highest number of services is provided.
In total, this year 48 projects are being implemented, which cover the work of the departments of the Executive Committee, as well as the district administrations.
One of the most important areas of work of the Project Office is the staff and culture. “Personnel is still essential|, said R. Shafigullin. “We are trying to develop competence in people. The next stage is the creation of a corporate university. We often train people, then they leave, and knowledge is lost. Corporate University will allow retaining this knowledge; it is a good prospect for the future”.
160 people passed training in the direction “Project Management” today, added R. Shafigullin.
Optimization of municipal services continues successfully. This year, it is planned to optimize 26 services and translate 29 ones into digital format. “After that, Kazan will be the first city with so many digitized services”, said the speaker. “Electronic services and digital are different things. With electronic services, citizens must still come to the institution and bring paper documents. And with digital services, everything can be completely done in digital form; there is no need to go anywhere”.
Another important area of work for the office is the creation of a geographic information system that will become the basis for work on the optimization of services, said R. Shafigullin. “Today, we are at the last, fourth stage of its creation. It is the largest, will be completed by 2020”, said R. Shafigullin. “To date, 21 bodies of city services and 2 bodies for districts have already been developed; test works are underway”.
The speaker also expressed confidence that the experience of Kazan in creating the Project Office would be useful for the whole republic.
Optimization of municipal services is a priority for the development of the city, said Ilsur Metshin, the Mayor of Kazan. “The city, infrastructure, landscaping, transport security are changing. But services are what residents face and where the largest number of complaints are placed”, said I. Metshin. “We are already in a good place. But all that is connected with municipal services is obsolete and rusty, regulated by all sorts of unnecessary paper. The city looks bright and new, but the inside is filled with unnecessary paperwork, which becomes hell for the inhabitants, and our task is to solve it”.
The digitization of 78% of municipal services is a big step forward for the capital of Tatarstan, marked the head of the city and ordered all district administrations to join this work. I. Metshin thanked for the work of the staff of the Project Office. “I know how difficult it began. There were misunderstanding and disbelief. We walked this road; I thank you for it because it changes people's lives”.
Despite the results achieved, there is still a lot of work to be done in the direction of optimizing municipal services, added the Mayor. “We must become a modern “bank” in the provision of services, where every move is caught, every wish of citizens. We must decrease the high number of offices involved. We set ourselves the task of becoming the most prosperous city, but it is impossible without solving these tasks”.
The head of the city ordered the next meeting to be held in November with the involvement of more concerned staff.
