The organization of non-stationary trade in city parks is entrusted since this year to the Directorate of parks and squares of Kazan.

The head of the Directorate of Parks and Squares Alsu Saetova told Mayor of Kazan Ilsur Metshin on thebusiness Monday about innovations and her own experiment .
The summer season in public spaces starts on May 18-20, and ends in early October. Since this year, the tender for the placement of non-stationary trade objects is conducted not by the Committee of the Consumer Market, but by the Directorate of Parks and Squares. Alsu Sayetova explained that it was done for creating in the parks one management team, which is responsible for all processes on their territory. Auctions on the website sale.zakazrf.ru started in March, and their results will be announced in April. The initial price of each lot is determined by market valuation, rather than the cadastral value of site.
Now the Directorate manages 15 parks in Kazan, most of them have been reconstructed and improved. 9 parks participate in the auctions, in the territory of which 37 non-stationary trade posts will be located, including kiosks and mobile objects, such as trolleys with ice cream and sweet wool. "This is much less than before, because we believe that the parks are the places of culture and recreation in the first place, and trade objects here are only an additional service of high quality for our visitors,"- explained the head of the Directorate of parks and squares.
This year, the fight against unauthorized trade in parks will continue, the management has already reached mutual understanding on this issue with law enforcement agencies.
One of the innovations in the upcoming season will be the experiment of Directorate for the self-organization of trade. In three very different parks there will appear the non-stationary trade objects: a kiosk for the sale of ice cream and drinks in the Uritsky’s park and Gorkinsko-Ometyevsky’ forest, a souvenir selling point in Gorky’s Park. All the raised funds are planned to be reinvested in the maintenance of parks and squares, their development.
Ilsur Metshin supported the experiment; noting, however, that organizing non-stationary trade in parks should be measured and that it’s necessary to take into account the fact that public spaces, first of all, are intended for recreation with the family and communication with nature. "The organization of trade in parks should be extremely delicate. The park is not a market, not a fair. There is no goal to achieve a big profit, it is not the main thing, it is important that all the necessary for the citizens and guests of the capital, the most convenient, high quality and affordable services were presented,"-he said.
The Mayor praised the directorate for the desire to study business processes from the inside and to show an example in the external appearance of the objects of trade. "The task of the Directorate of parks and squares is to become as much as possible self-sufficient institution. All these services, about which you spoke, should be publicly available, safe and appropriate. The proposal should follow demand, not pursuit of the profit, so we hope that this work this year will be brought to a new level, "- said the Mayor of Kazan.
