I. Metshin: “We will apply to the federal center to solve the problem with water supply networks in the settlements”

It is required to build two pumping stations and reconstruct 130 km of networks in the Kazan settlements.

(KZN.RU, July 2, Ksenia Shvetsova). 45 kilometers of networks have been constructed and reconstructed, 3 pump stations have been put into operation, and new wells have been drilled in order to normalize the water supply in Kazan settlements. However, this is not enough to improve the quality of water supply in all urban housing estates. A federal program is needed to solve this problem. Ilsur Metshin, the Mayor of Kazan, expressed such an opinion today at the Business Monday.

Andrey Egorov, the general director of MUP “Vodokanal”, said there are already first significant results in improving the quality of water supply. For today, the reconstruction of the North-Eastern water supply unit has been carried out, 3 pump stations have been built and put into operation. In addition, 12 wells have been repaired and drilled in settlements Mirny and Sukhaya Reka.

About 45 kilometers of networks have been built and repaired in the settlement Konstantinovka, Samosyrovo, Nagorny, Severny, Karier, Salmachi, Borisoglebsk, Petrovsky, and others. “The length of the constructed networks is commensurable with the bypass road Mamadyshsky Tract – Zalesny”, explained A. Egorov. He added that with the support of the President of the RT, a water purification station was built in Kulseitovo settlement, new networks have been built in the settlement of the Officers, Koyashli, and Aki. Their total length was 20 km, and the sum of all capital investments for 6 years was more than 600 million rubles.

Despite a large amount of work done, there are a number of settlement streets where water supplies are interrupted, noted the reporter. “This is due to the fact that the networks in the settlements were built spontaneously, for decades by the residents themselves with violation of all norms”, believes A. Egorov. More than 95% of networks are accepted to be reorganized. However, all of them require a large-scale reconstruction.

According to A. Egorov, for today a preliminary pre-project plan for water supply normalization has been drawn up. The construction sites for two new village pumping stations, 70 km of main and street networks, as well as the reconstruction of 130 km of existing networks and four facilities have been identified based on the calculations.

“The amount of capital repairs of all city water supply networks in the water supply tariff is set at 112 million rubles in 2018. It is less than 5 percent of the total annual demand”, noted the reporter. “We are working on the repositioning of narrow places and adjusting the water supply modes. We are attracting water-carrier equipment in the most critical places. But additional funding and participation in federal and regional programs are required for a systemic solution of the issue”, noted A. Egorov.

Ilsur Metshin also noted that, given the growth rate of the number of urban settlements, despite the large amount of ongoing work it would be impossible to ensure quality water supply without the involvement of additional resources.

“There is no investment surcharge in the tariff for 6 years, just as there is no ready solution to the problem. But we will find a solution to this problem with colleagues from the Ministry of Housing and Communal Services, the Government of the Republic, with the support of our President. We will seek internal resources, prepare documents and apply to the federal center”, said I. Metshin.
