Russian Minister of Digital Development: “Representatives of other regions come to Tatarstan to study and adopt the best practices”

At a meeting of the Tatarstan Cabinet of Ministers with the participation of the Tatarstan President, achievements in digitalization were discussed.

Tatarstan will be one of the first regions to join the project of the Russian Ministry of Digital Development to provide teachers with secure tablet PCs with Russian operating system. “Wi-Fi at schools, tablets for teachers, e-journals, and demonstration of online content in classrooms - all this will bring the education process at schools to a new level”, - said Maksut Shadayev, Minister of Digital Development, Communications and Mass Media of the Russian Federation, who participated online at a meeting of the Tatarstan Cabinet of Ministers and the Board of the Ministry of Digital Development of Tatarstan with the participation of Tatarstan President Rustam Minnikhanov.

In addition, Tatarstan has become a pilot region for the implementation of the social treasury project and the introduction of electronic passports.

In Kazan, 65 services have been digitized, for which 80% of all requests are received

Rustem Gafarov, head of the Executive Committee, reported on the implementation of digital projects in Kazan. Thus, the capital of the republic of Tatarstan is one of the first in the country to launch digitalization of all municipal services. Sixty-five services have been digitized, for which 80% of all requests are received. “Every year, more than 150,000 people apply to the Executive Committee for municipal services, and we save time for residents and employees, as well as paper”, - R.Gafarov noted.

One of the remarkable digital projects implemented in Kazan over the past two years has become a comprehensive municipal geoinformation system. “There was a need for its implementation because all the available information was scattered”, - said R.Gafarov.

Now more than 800 people work in the system every day without requesting additional information from other departments.

Priority task is municipal property accounting

Among the priorities, Rustem Gafarov called the accounting of municipal property - 350 thousand facilities for which thousands of operations are carried out. Last year, all these data were combined into a single system on the 1C platform, which made it possible to increase the transparency of accounting.

Digital tools are successfully used in Kazan and in municipal economy. Last year, a unified system for monitoring the work of special vehicles was launched in the capital of the republic of Tatarstan.

CitySoft digital service is being tested in Kazan for urban improvement control. “In the future, it will allow to automatically determine the need for cleaning roads from snow, ice and dirt and plan tasks for cleaning vehicles”, - said R.Gafarov. Artificial intelligence will also help to identify barbaric acts, obstacles to the work of municipal services – open hatches, traffic accidents and much more.

At the same time, the city began replacing the outdated telephone system with the Era platform developed in Tatarstan.

Another large-scale project was the implementation of Digital Accountancy. More than 500 educational institutions of Kazan work in this system.

Virtual workplaces in the Kazan Mayor’s Office

The transformations will also affect the Mayor’s Office – it is planned to create virtual workplaces in the Year of Digitalization. VDI technology (Virtual Desktop Infrastructure) is already being tested. It allows to safely store an employee's workplace on the server, which can install it on any remote computer without a possible information leak.

R.Gafarov highlighted that an important component of this work is the creation of a digital staff platform and proposed to conduct an experiment on the use of electronic staff documents without duplicating them on paper. The departments of the Russian Government already have such experience.

Tatarstan President Rustam Minnikhanov highly appreciated the implemented and developed projects in Kazan. It is important that these transformations will allow residents to get access to services, the head of the republic believes.

Maksut Shadayev noted that the republic has always been among the leaders in the introduction of modern digital technologies and Tatarstan's achievements were then applied in other regions of the country (electronic document management, public electronic biddings, republican public services). “For many years, representatives of other regions have been coming to the republic to study and adopt the best practices”, - the Minister emphasized.
