The General plan of Kazan until 2040 was adopted at the session of the city Duma

It will plot a vector of the city 's development for the next 20 years, Ilsur Metshin noted at the XXXVIII session.

The General plan of Kazan until 2040 was adopted today at the XXXVIII reporting session of the city Duma. As the Mayor of Tatarstan capital Ilsur Metshin noted, the document will plot the vector of urban development for the next 20 years. New rules for use and development of land, as well as the main urban planning regulations, will be developed according to the General plan.

“The goal of the General plan is sustainable and balanced development of the city”

The previous General plan of the capital of Tatarstan was approved in 2007. In 2014, a decision was made to develop a new document and at the same time, a contract was signed with the NIPI General Plan of Moscow according to the results of an open competition.

I. Metshin reminded that the draft of the new General plan of the city was discussed with Kazan citizens many times, deputies and heads of structural departments of the city Executive Committee took part in public hearings, held public discussions in courtyards, residential areas, met with labor teams.

The General plan is a mandatory document and necessary for the development of the city, said Denis Kalinkin, head of the Executive Committee of Kazan.

“The goal of the General plan is balanced, sustainable development of the city, creation of modern complex infrastructure, effective use of urban areas, creation of a favorable living environment. The target time limit of the General plan is 20 years. The first construction stage according to the General plan is pointed out until 2025. The perspective of the document is made for 35 years, until 2055,” the head of the Executive Committee of Kazan said.

Action items of the General plan relate to the functional and planning structure, city borders, social and transport infrastructure, environmental protection, natural and recreational complex, engineering infrastructure, prevention and elimination of consequences of emergency situations and engineering protection of the city.

“It should be noted that the General plan is not a lacking power document that we will put on the shelf tomorrow and forget about its existence. It is possible, and sometimes necessary, given the pace of development of the city and the Republic, to make changes in it,”- D. Kalinkin emphasized.

“The General plan will make the city more convenient and comfortable for all citizens”

At all stages of the development, the General Plan was widely discussed with citizens. “During the entire period of work on the General plan, the Executive Committee of Kazan received more than 6 thousand appeals. Unfortunately, it was not possible to consider all proposals, but those comments that met the requirements of legal documents and did not contradict the interests of the city were generally considered,”- D. Kalinkin noted.

During the finalization of the draft document there have been changes to the transport and social infrastructure parts and others.

According to the head of the Executive Committee, the draft of the new General plan, in fact, is an innovative urban planning document that should plot the vector of urban development until 2040 and become the basis for the development of new rules for use and development of land. And thanks to such software products as the municipal geographic information system, it will be possible to use the items of the General plan in real time in the development of all subsequent urban planning documents.

“Such documents are adopted in advance and in the interests of the vast majority”

Ilsur Metshin thanked everyone who actively participated in the development of the General plan. “A huge team of professionals, experts and citizens worked on the adoption of the main document. I share the opinion of citizens and deputies who say that people still have questions and discontent. The General plan cannot satisfy all requests. Such documents are adopted in advance and in the interests of the vast majority. For us, the opinion of each citizen is important, but we do not have the opportunity to accept all comments. The city is developing. We hope that all this will help Kazan become a landscaped and comfortable city,” the Mayor concluded.
