Until the end of the year, land plots will be offered for another 1882 large families.

From the beginning of the year, 277 large families of Kazan were offered free land plots. 142 families chose plots with a total area of 106 thousand 720 square meters. Until the end of the year, another 1882 families will be offered land. For the entire duration of the program, 5685 Kazan large families were provided with plots with a total area of 3 million 580 thousand 865 square meters. Renat Galyautdinov, the chairman of the Committee for Land and Property Relations, reported on the implementation of the state program on the allocation of land plots for large families today at the Business Monday.
Today, large families are offered land in the territories of the Vysokogorsky and Laishevsky districts of the RT, as well as in the Kazan villages of Konstantinovka and Bolshie Derbyshki.
According to R. Galyautdinov, cadastral registration of 137 land plots for large families in Konstantinovka was completed in February 2019 on the basis of the approved project of planning and land surveying of the territory. Kazan families selected 106 land plots on the relevant commissions, which were held from April 22. “In accordance with the planning projects of the territories agreed by the President of the RT, land plots of 800 square are formed meters in Konstantinovka. They are distributed among families with 5 or more children. The choice of these sites for large families is determined by a convenient location, proximity to the city and transport accessibility”, explained R. Galyautdinov. He added that the formed sites fully cover the need among families with 5 or more children.
Earlier in 2018, the Committee held a commission on the distribution of land plots located near the Kazan residential area Bolshye Derbyshki among large families. In this area, families selected 272 land plots out of 309 available ones.
On March 28 of this year, the distribution of two new federal territories was launched, located in Yash Kech and Dachny settlements of the Vysokogorsky district. 1388 land plots for large families are formed and put on cadastral registration. For today, families have chosen 18 sites. Regular commissions on this territory will begin from June 13.
In March, commissions for the distribution of the remaining land plots in the settlement “Dachny” of the Vysokogorsky district were held as well. The families had already chosen 123 out of the 133 land plots.
In addition, in the south-west of the residential area “Kulsentovo”, large families chose 385 land plots out of 393. R. Galyautdinov noted that they began to distribute these territories in the second half of 2018. Regular commissions for this territory are scheduled for July of this year.
In 2018, commissions were conducted on the distribution of land plots in new territories located north of Sokury Settlement in the Laishevsky district and east of Kaimary Settlement in the Vysokogorsky district. In 2016, they entered the municipal property of Kazan. Thus, 1538 land plots near Sokury and 402 land plots near Kaimary were placed in addition to the cadastral registration. Large families chose 1510 and 385 land plots, respectively.
The Ministry of Land and Property Relations of the RT, together with the Kazan Executive Committee, is also considering the issue of involving the federal land plot with an estimated area of 1600 hectares in the Vysokogorsky district.
As of today, 6605 large families claim land plots. They need 756 hectares of free land for this. In total, 5685 Kazan families with many children received their plots during the program. The total area of the selected territories is 3 million 580 thousand 865 square meters.
“Monthly administrations of city districts register from 100 to 140 large families. At the start of the program in February 2012, the list of citizens eligible to receive land free of charge included 1158 Kazan families. Over seven years, their number has increased 10.5 times and totals 12290 families”, said R. Galyautdinov.
This increase in fertility led to a shortage of free land suitable for the formation of land plots. Today, this problem remains acute. The issue of allocation of land to citizens with three or more children is resolved through regular work with federal and regional authorities, as well as with commercial organizations for the selection of additional territories.
“7 years have passed since the start of the project on providing large families with free land plots. This decision of the federal government, on the one hand, was an anti-crisis measure to support this category of citizens. On the other hand, it became a tool to stimulate the growth of the birth rate in the country along with the payment of maternity capital”, marked Evgenia Lodvigova, the first deputy head of the Kazan Municipality.
She noted that, given the volume of land resources in Russia, the decision was correct and justified. But it turned out to be difficult to implement in cities with a population of one million or more. “It was doubly difficult for Kazan, since there was an increase in the birth rate for the last decade. Thus, during the implementation of the program, the waiting list for getting free land in our city has grown 10 times. But unfortunately, the land has not grown larger in that time. However, we are used to seeking and finding solutions to complex issues. Kazan often has to not look after the others, but to tread these difficult paths itself”, she said.
The Committee’s website includes a general register of applicants, answers to frequently asked questions, photos of the territories provided, as well as lists of citizens invited to the next commission. “In addition, all citizens whom we invite to the commission to select the site must be informed by registered letters by mail and by telephone in advance of the date of the commission”, marked the speaker.
