A public hearing on the proposed change project took place in November.
(KZN.RU, December 13, Ksenia Shvetsova). Changes to the Charter of the Kazan Municipality were adopted today by deputies during the work of the XXX session of the Kazan City Duma.
Timur Belyakov, the deputy chairman of the Standing Commission on Law, Order and Local Self-Government, reminded that the draft decision on amending the Charter of the Kazan Municipality was approved during the XXIX session of the Kazan City Duma.
The draft Charter reflects changes in legislation in the field of local self-government. In particular, it provides for the expansion of local issues. For example, in making decisions about the demolition of unauthorized construction, the seizure of land, not used for the intended purpose or used in violation of the law, and others. In addition, such changes were made as the empowerment of local governments in addressing issues of consumer protection and others.
Public hearings on the draft of the proposed changes took place at the end of November, reminded T. Belyakov. The project was repeatedly submitted for discussion to the standing committee. Deputies supported the changes.
During the meeting, deputies discussed the issue of holding reports to voters. Ilsur Metshin, the Mayor of Kazan, reminded that according to the Charter of the city, every deputy is obliged to report to the voters about his work and the work of the Kazan City Duma. “I offer to hold reports to voters in January and February. I ask you to approach this with all the responsibility. I ask the heads of administrations to take part and assist deputies in carrying out reports”, said I. Metshin. He instructed to draw up a schedule of reports and inform citizens.
At the end of the meeting, the deputies adopted the work plan of the Kazan City Duma for 2019.
