Deputies of the Kazan City Duma discussed the financial and economic activities of city MUPs and joint-stock companies

Enterprises show a positive dynamics in the last year, noted the deputies.

Today, the deputies of the permanent commission for socio-economic development, entrepreneurship, and municipal property, together with the permanent commission on budget and financial issues, local taxes and fees, held a field meeting. Within the framework of it, they discussed the financial and economic activities of the municipal unitary enterprises (MUPs) of Kazan and joint-stock companies (AO) with a 50% plus one share of the city. The meeting was held in the exhibition center “Kazanskaya Yarmarka”.

Renat Galyautdinov, the chairman of the Land and Property Relations Committee of Kazan, made a report on the performance of enterprises in 2017. He said that 14 MUPs operate in Kazan in the areas of housing and communal services, external improvement, transport, construction, and funeral services. There are 13 joint-stock companies with a share of the Kazan municipal formation in the authorized capital. According to the results of the financial statements’ analysis, the financial status of the organizations that were put on the agenda shows positive dynamics. In support of his words, Renat Galyautdinov focused on the financial status of organizations within each sphere. He mentioned such indicators as revenue, net profit, average annual amount of assets, expenses, business plans, labor productivity, loans, and average monthly salary for the enterprise.

Following the results of the report, Deputy Pavel Shatskikh introduced a proposal for the speaker to conduct a comparative analysis of the financial condition of the Kazan MUPs and AOs with the share of the city and similar enterprises in the cities with a million population. Renat Galyautdinov said that he will provide the results of such an analysis to the next meeting of the commission.

The deputies decided to dwell on topical issues on specific organizations in more detail. Thus, Askar Kamaleev, a deputy, the deputy chairman of the permanent commission on budget and financial issues, local taxes, and collection, was interested in the implementation of the investment program of MUP “Vodokanal” and plans for the prospects for the construction and repair of networks and treatment facilities. Andrey Egorov, the director of the enterprise, reported on this issue. He drew the attention of the deputies to the need to raise funds from the regional budget to support the enterprises of the communal sphere.

Eduard Galeev, the deputy of the Kazan City Duma, addressed the “Directorate of Municipal Housing Programs”. He was interested in the question of priority for the program “Housing for the Citizens”. Airat Khaliullin, the head of the department, said that for today, the residential complex of three houses for 216 apartments is being built under this program.

The meeting also touched upon the issue of school meals. Representatives of the “Department of Food and Social Catering of Kazan” reported and accepted the proposals from the deputies.

As a result of the session, the Standing Commissions recommended that the Executive Committee continue monitoring the profitability of enterprises and take measures to increase their financial and economic performance.
