D. Kalinkin: “All municipal property must be put into economic circulation”

<p> (KZN.RU, July 15, Alena Miroshnichenko). 19 non-residential premises in Kazan for more than 350 million rubles have been returned to municipality since 2014. Two objects have already been sold at auction; one object has been transferred under an economic management contract; one is included in the list of premises for the preferential lease program; two are included in the privatization forecast plan. There is a cadastral registration and registration of property rights outside the city for the rest. Renat Galyautdinov, the chairman of the Committee for Land and Property Relations, announced it at the Business Monday today. </p> <p> He said that the inventory of municipal property, the identification of empty, abandoned and illegally removed from municipal property residential and non-residential premises is carried out regularly. It is being done in conjunction with the Committee of Housing and Communal Services on behalf of Ilsur Metshin, the Mayor of Kazan. To do this, the divisions created working groups that compare the registers of objects of the municipal property with the data of the Office of the Federal Registration Service of the RT, the Bureau of Technical Inventory of the RT and the National Archive of the RT. Then, they determine the purpose of the premises and their use by third parties. </p> <p> “According to the results of the analysis of the information received, the work is being carried out in three directions. In the case of identifying empty premises, technical documentation is prepared, and objects are put in cadastral registration and registration of the right of municipal property. In case when objects are public places or lost (demolished), the work is carried out to exclude them from the register of the property of Kazan. If the registration of rights to objects of third parties is found, the necessary materials are sent to the law enforcement bodies of the RT, and the objects are withdrawn”, explained R. Galyautdinov. </p> <p> In total, specialists have examined 1752 objects since 2014 that are under the economic jurisdiction of the MUP “ZhKU Moskovsky Rayon”. As a result, 944 of them were excluded from the registry, as they were demolished or were common property. 84 objects are realized in the property according to the results of the inventory of premises. “As part of the municipal treasury, 1162 objects were taken into account. 272 of them had contracts of gratuitous use, and 235 had rent contracts. The remaining objects will be involved in the economic turnover, and some will be written off due to the loss”, said the speaker. </p> <p> Also, in the course of the inventory, 31 non-residential objects were identified in 2014, which were removed from the municipal property by unidentified persons. The total area of the objects is more than 10 thousand square meters, and the total market value is about 650 million rubles. </p> <p> For all the revealed facts, requests were sent to the law enforcement agencies to inspect and initiate criminal cases under fraud. As a result, the Investigation Department of the Investigative Committee of the RF in the RT initiated 6 criminal cases on 23 facts. According to 21 facts, officials of the Department of the Federal Service for State Registration, Cadastre, and Cartography for the RT, heads of commercial organizations and individuals were found guilty and sentenced to real terms of imprisonment, said R. Galyautdinov. He added that the remaining objects of the appeal are under consideration by the investigating authorities, or decisions to refuse to initiate criminal cases will be appealed at the city prosecutor’s offices. </p> <p> In parallel, the working groups initiated filing lawsuits to the court for reclamation of premises into the municipal property. 19 out of 25 applications submitted were satisfied. According to one application, the property was recognized as a common house; according to two applications, it was denied reclamation; according to three ones, court sessions were scheduled. </p> <p> Also, 221 premises were inspected as a result of the inventory of the housing stock. 167 ones were empty, and in 54 ones there were citizens who had no legal basis for this. Citizens were moved to empty residential premises from emergency and demolished houses. The materials for 49 residential premises were sent to the court. 37 claims were satisfied in favor of the Executive Committee of Kazan, and 12 ones in favor of citizens. The materials for 5 residential premises were transferred to law enforcement agencies, criminal proceedings were instituted. One case has already been convicted, 4 cases are under investigation. </p> <p> “The inventory allowed us to identify vacant residential premises, which became an aid in solving the issue of relocating residents from emergency housing. Now the work on the design of several objects continues. All municipal property must be put into economic circulation”, said D. Kalinkin. He ordered those responsible for taking inventory of municipal property to complete this work. </p>
