D. Kalinkin instructed the MUP “Vodokanal” to strengthen work on solving one of the acute problems of ensuring fire safety.

The repair of defective fire hydrants in Kazan needs to be strengthened, said Denis Kalinkin, the head of the Executive Committee of Kazan, today during at the Business Monday, addressing the MUP “Vodokanal”. Ferdinand Timurkhanov, the head of the Civil Protection Directorate, called it one of the main faults of the city's fire safety system.
In total, the MUP “Vodokanal” has 4478 fire hydrants. Inspections of the state of fire-fighting water supply in Kazan are held twice a year, and the repair of hydrants is carried out according to plans approved by FGKU “7th Detachment of the Federal Fire Service of the RT”. Since the beginning of the year, 121 fire hydrants have been repaired, but another 250 still require attention. The approximate date for completing the work is November 1 this year.
“We cannot extinguish the fire with plans for repairing hydrants. Any repair costs money, but the damage fr om the fire is much greater”, said Denis Kalinkin. He instructed to strengthen this work and pay attention to other, no less significant issues to ensure the fire safety of Kazan, including the state of firefighting systems in high-rise buildings.
Ferdinand Timurkhanov said that 617 automatic fire protection systems are registered in 425 high-rise buildings, 403 of which are in residential buildings. 49 such systems (7.8%) in 42 high-rise buildings are broken down, 46 out of them (7.5%) are in 40 high-rise residential buildings. The main cause of malfunctions is the lack of maintenance of these systems by specialized organizations that have the appropriate license. “Without proper control, elements of systems are get stolen, devices are being removed, etc.”, reported the head of the Civil Protection Directorate. “61 out of 617 automatic fire protection systems are not technically maintained, which is 9.9%”.
“I ask the heads of administrations to take control of the information on the existing malfunctions of firefighting systems in high-rise buildings. It is necessary to rise this question before the management companies and the HOA”, marked Denis Kalinkin.
Special attention was given to the state of educational institutions. The inspection began on July 20, and for today experts have already covered 102 educational institutions out of 176. Due to the capital repairs in schools №30, 113, and 13, their readiness for the new school year will be checked upon completion of work. Ferdinand Timurkhanov urged to inspect the firefighting and fire alarm systems, create conditions for training of personnel responsible for fire safety issues, and also carefully check the condition of primary firefighting facilities in children institutions such as boarding schools and foster homes.
“Indeed, there is a need to refresh knowledge of people responsible for fire safety in children's institutions. Although schools are being tested on emergency situations behavior regularly, in this case, practice makes perfect. I ask you to ensure the instruction of all responsible persons before the beginning of the school year”, said Denis Kalinkin.
“Prevention and compliance with fire safety requires certain costs, but the damage from the fire compared to them more than a hundred times. Unfortunately, the majority of small businesses avoid the fire safety requirements by any means. They neglect everything in favor of profit opportunity, but the people suffer from this”, he said.
As a striking example, he led a fire that occurred on May 14 in the territory of the plant ZHBI-3 (Tetsevskaya Street, №29), wh ere fire safety rules were not observed. As a result, the paint and varnish materials burned, and the child suffered from combustion products. The documents on the fire were submitted to the Investigative Directorate of the Investigative Committee of Russia for the RT for taking measures and bringing the perpetrators to justice.
Since the beginning of the year, fire safety inspections have been conducted in 44 shopping and entertainment centers, readiness for festive events, orphan buildings. As a result, 11 prescriptions were issued to organizations to eliminate identified shortcomings, 237 fire safety brochures were distributed.
Twice a year, inspections of residential areas are carried out. In 2018, 25 faults in the regulations were noted.
“Once again I want to say that, unfortunately, the main reason for the emergence of all fires is the human factor. And it's not a secret for anyone that fires most often come from carefree attitude of people themselves”, noted Ferdinand Timurkhanov.
