D. Kalinkin: “Unauthorized dumps prejudice the rights of honest citizens and enterprises”

Since the beginning of the spring period, 35 unauthorized landfills have been identified in Kazan, 11 of them have been eliminated.

(KZN.RU, June 24, Alena Miroshnichenko). Summer is a particularly intensive time to detect and eliminate unauthorized dumps and landfills, said Denis Kalinkin, the head of the Kazan Executive Committee, at the staff meeting today. Thus, in the city since the beginning of the spring period, 35 places of unauthorized storage of waste have been identified. 11 were eliminated; more than 220 cubic meters of garbage were removed from them.

According to Alfir Shamsutdinov, the head of the administrative and technical inspection department, as of today, 6 dumps, 11 piles and 7 littered areas remain illiquid. Since the beginning of the spring period in Kazan, 7 dumps, 13 piles and 15 littered areas have been identified. 33 places are located on municipal land plots, 2 places on land plots of other owners. The speaker also noted that there is an annual repeated unauthorized storage of waste in 17 territories.

“The largest landfills in terms of garbage volume are in the area of house №3 on Yamskaya Street (about 280 cubic meters), in the direction of building №1 on Khlebozavodskaya Street (about 200 cubic meters), the land plot in the area of the Kindery cemetery (about 100 cubic meters)”, explained A. Shamsutdinov. He noted that the last major landfill had been eliminated. 24 places remain illiquid, 23 of them are on municipal land.

He added that administrative measures were applied to owners of land plots that allowed landfills to form on their territories. “In total this year, administrative pressure was applied more than 70 times for violating the rules of accomplishment of Kazan in terms of inadequate maintenance of territories, the formation of litters, organization of piles and landfills. Fines imposed in the amount of 1 million 160 thousand rubles. The work in this direction continues”, said the head of the Administrative and Technical Inspectorate Office.

“I want to remind you that identifying unauthorized landfills is also an important job of recycling. Ideally, one should strive to completely prevent the practice of dumping garbage in unauthorized places. In addition to causing damage to the urban environment and nature, it also prejudices the rights of honest citizens and enterprises who pay for garbage collection. We have to spend money from the city budget to eliminate illegal dumps”, said Denis Kalinkin. He instructed to investigate, identify the offenders and punish them. He urged his colleagues and citizens to create a situation of intolerance in society for such actions.
