D. Kalinkin: “Our budget is fixed to a penny, and there are a lot of questions on the waiting list”

The head of the Kazan Executive Committee instructed to strengthen work on the recovery of debts for rent of the municipal property.

(KZN.RU, August 13, Alsu Safina). For the first half of 2018, the amount of accounts on rent for municipal property in Kazan decreased by 5.4 million rubles. 24.1 million rubles were additionally mobilized to the city budget in the course of recovery of unjust enrichment for the use of land without title documents. The practice is being introduced to recover debts of legal entities from their founders. Denis Kalinkin, the head of the Kazan Executive Committee, ordered the Committee on Land and Property Relations to continue collecting debts, noting that the city's budget depends on this.

“Municipal property is an important source of replenishment of the city budget. Therefore, real estate and land sites are being constantly audited, orphaned objects are being identified and involved in economic circulation”, said D. Kalinkin. In the first half of the year, 20 real estate objects with a total area of 6841.6 square meters for the amount of 49.3 million rubles, 189 engineering infrastructure objects for the amount of 207.7 million rubles, and 371 units of movable property for the amount of 831, 1 million rubles have been accepted into municipal ownership.

“Such objects are not always profitable. Buildings taken on the balance of the network require repair, the plots are without communications”, explained the head of the Executive Committee. “That is why the city creates programs like “Lease Vacations”, which meet the interests of both business and the municipality”, said D. Kalinkin. “Today every subject of the economy, regardless of its size, must clearly understand not only its rights, but also its obligations and fulfill them. Therefore, in order to recover debts, I ask you to put every effort. Our budget is fixed to a penny, and there are a lot of urgent questions on the waiting list”.

As to July 1, 2018, the Committee takes into account 279 lease agreements for a total area of 38.1 thousand square meters, 7.2 thousand of which are rented by entrepreneurs on 55 preferential contracts on the terms of the project “Lease Vacation”, which started in 2016. For 6 months of this year, tenants have been charged for the amount of 88.2 million rubles. For the first half of 2018, 94.6 million rubles were collected, which was 53% of the annual plan. The amount of receivables on current payments for 6 months decreased by 5.4 million rubles, now it is 43.2 million rubles.

At the same, there is a recovery of unjust enrichment for the use of land without legal documents. Thus, 164.4 million rubles additionally added to the amount for 6 months.

For today, there are 6059 land lease agreements with a total area of 1913.7 hectares. The amount of the accrued rent for the first half of 2018 amounted to 495.5 million rubles, received – 486.3 million rubles.

The Committee takes measures to recover receivables both in a voluntary fashion and in court. Renat Galyautdinov, the chairman of the Committee, noted the work that the Committee is carrying out to collect debts of legal entities from their founders. “This practice is being implemented for the first time in Kazan”, he marked.

The work was organized to recover debts from the founders of debtor organizations that were excluded from the Unified State Register of Legal Entities as inactive. Now there is a trial of several organizations.

In the first half of the year, 23 lawsuits were filed to collect damages caused by actions (inaction) of founders and heads of organizations deliberately aimed at stopping the activity of firms and refusing to fulfill obligations to the budget for a total of 72.6 million rubles.

“For today, the litigation continues, but we believe that such “bad debts” will be collected to the city budget”, said the chairman of the Land and Property Relations Committee.
