Azat Nigmatzyanov: “Gradually, we solve problems to go straight to the design”

The construction of problem facilities for shared construction was discussed at the meeting in the Executive Committee.

(KZN.RU, August 29, Alsu Safina). The work on the problem objects of shared construction continues in Kazan. It became known today at the meeting in the Executive Committee that “Ak Tash” intends to complete the construction and installation work in the first house of the RC “Molodezhny” by the “Fon” by the scheduled date on September 20. In the third house of “Svei” on Chetaev Street, it is planned to develop a roadmap.

The discussion began with the third house of “Svei” on Chetaev Street. Irina Kulakova, the representative of the initiative group of shareholders, took an interest in the number of storeys of the house. The developer OOO “Svei” was granted permission to build a 3-section 9-storey building, but apartments were sold here as for a 9-section 18-storey building. The construction was frozen on the frame work. In order to continue the construction of a house that meets all standards, insolation calculations were carried out, which helped to determine the permissible number of storeys of the object.

Azat Nigmatzyanov, the first deputy head of the Executive Committee, noted that the number of storeys of the 9-section building will be fixed by a conceptual design with technical and economic indicators. After agreeing with the expert on insolation calculations, the document was sent to the Department of Architecture and Urban Planning of the city, whose experts identified several flaws. “You have endured for a long time, soon it will be done. We will fix the number of storeys with a draft design”, said the first deputy head of the Executive Committee. “We have been discussing for so many years is there a project or not, from the time the fifth house was delivered (the fifth house was delivered in 2017 – ed.). And that will be the real object. We are gradually solving problems to go straight to the design”.

A. Nigmatzyanov explained that several issues must be resolved, in particular, on the land where the house is located. “The plot is complex, it is in federal ownership, and the completed houses are located on it”, said the first deputy head of the Executive Committee. To solve these problems, it is planned to develop a roadmap where further actions on the problematic object will be determined.

In the first house of the residential complex “Molodezhny”, the construction and installation work is planned to be completed according to the previously approved schedule, said Dmitry Klykov, the first deputy director of “Ak Tash”. According to him, now finishing work is underway at the facility, elevators are being installed. From Monday, the contractor intends to begin landscaping. The RC “Molodezhny” includes 5 houses, two of which have been delivered for today, and the work is underway at two other facilities.

Another object of the “Fon” was discussed at the meeting: the second house of the residential complex “MChS”. The OOO “Komosstroy Kazan” intends to carry out monolithic work in the block B, as well as to complete three non-residential block sections, by allocating a land plot. Today, all issues related to the examination of estimated documentation have been resolved, in addition, “Fon” transferred the complete set of design documentation to the “Komosstroy Kazan”. A. Nigmatzyanov noted that the signing of the land allotment document remains the main issue. Only after this “Komosstroy Kazan” will be able to complete the facility. Ivan Novikov, the executive director of the Republican Fund for the Support of Shareholders, explained that now the collection of all necessary documents is being completed, which will be sent to the Cabinet of Ministers of the RT.

The finish is near for the work in the house od “Mag-Story” in the 68th quarter on Chistopolskaya Street. Andrey Belyakov, the director of the contracting organization “Briz”, reminded that shareholders voted to create a housing and construction cooperative, and in early August, the ZhSK “68 Quarter” was registered, to which the house will be transferred.

The meeting was also attended by Vladimir Kudryashev, deputy minister of Construction, Architecture and Housing and Communal Services of the RT, Ivan Novikov, the executive director of the Republican Fund for Supporting Shareholders, Marat Samigulin, the head of the Department of Capital Construction and Reconstruction, Airat Akhmetkhanov, the deputy head of the Housing Policy Department, Mikhail Zhelaev, an assistant prosecutor of Kazan, Olga Rossikhina, the IPC Manager of “Alfa-Stroyproekt”, representatives of construction and network organizations, city services, and others.
