Azat Nigmatzyanov: “Unresolved project issues should not disturb schedules”

The problem house on Chistopolskaya St. is almost finished, but the project of improvement of the adjacent territory has not been agreed yet.

(KZN.RU, May 22, Alsu Safina). In Kazan, the problem house of the “Mag-Stroy” in the 68th quarter on Chistopolskaya Street is almost finished. The building and finishing works in the first block are completed by 90%, in the second by 60%. All works are on schedule, and in some areas even ahead of it. This was announced at the regular meeting on the issues of deceived shareholders held Azat Nigmatzyanov, the first deputy head of the Kazan Executive Committee.

The construction of this house began in 2007. It was supposed to be delivered in 2012, however, construction work was stopped due to the bankruptcy of the developer the OOO “Mag-Story”. Since last fall, the company “Briz” has been involved in the completion of the problem object, which has not been constructed for about two years.

Andrey Belyakov, the director of the company, said that now there are 321 people working in two blocks. Today, all the elevators are installed in the house. In mid-June, the “Briz” intends to send an application to Rostechnadzor to receive a declaration of compliance with the technical regulations of the Customs Union. This document is required for commissioning elevators.

A. Belyakov also said that almost all works on the networks are finished. In particular, they are completing work on the water supply networks. In addition, there is the latest approval of the draft of storm sewage. “We will start on June 1, receive an order. In 10 days, we will lay storm sewage”, said the director of the “Briz”. In the course of the work, it turned out that a 100% relocation of storm sewage networks in the adjacent territory is required. Previously, the sewage site was also reconstructed. The installation of the water meter assembly is being completed as well.

Liliya Minnegalieva, one of the shareholders of “Mag-Stroi”, asked about the fate of the playground and parking. The project of improvement of the local area is not approved yet. According to Andrey Belyakov, this week the project will be submitted for a full examination.

Azat Nigmatzyanov drew attention to the need for the quickest approval of all documents since such unresolved issues after the completion of construction and finishing works can slow down the delivery of the object. “All the documents have to be coordinated in order to go to the inspection of the Gosstroinadzor. Unresolved project issues should not disturb schedules”, he noted.

“Now we need a design solution. In August 2018, significant changes were adopted in the urban planning legislation”, explained the first deputy head of the Executive Committee. “The fourth house of the “Svei” could have been delivered two months earlier. But due to the fact that changes were made, we had to wait until it got warmer, make a second layer of asphalt and complete the improvement”.

Azat Nigmatzyanov reminded that the specialists of the Inspectorate of the State Construction Supervision Service of the RT will check the object before delivering. “If in some apartment something doesn’t meet the current standards, we’ll have to finish it”, he reassured shareholders who were interested in the fate of their future housing.

Ivan Novikov, the executive director of the Fund for the Support of Deceived Shareholders, Marat Samigulin, the head of the Department of Capital Construction and Reconstruction, Airat Ahmetkhanov, the deputy head of the Housing Policy Department, representatives of network organizations and city services, bankruptcy trustees also took part in the meeting.
