Administrative commissions of Kazan have implemented a program for making electronic decisions

Electronic document management will be established with the bailiff service.

(KZN.RU, February 22, Ekaterina Vislavskaya). More than half of the collected fines, imposed by the administrative commissions of Kazan, account for violation of the rules of paid parking. Gulshat Gismatullina, the head of the Administration for Organizing the Activities of Administrative Commissions, said this during the traditional report to Ilsur Metshin, the Mayor of Kazan.

All administrative materials are considered by three administrative commissions of the city: in the central part, the over-river district, and specializing in electronic regulations on paid municipal parking and the leaving vehicles in the green zone. 41.6 thousand cases were considered in 2017, of which 20.7 thousand are for violations of parking rules, 7.3 thousand ones are for street trade, 6.7 thousand ones for rules of improvement, 5.8 thousand ones for the installation of outdoor information, 14 ones for the underground communications, and 4 ones for the street lighting. Another 976 considered materials were devoted to non-execution of municipal legal acts. In total, 112.3 million rubles was collected from violators last year.

According to the head of the department, the work in this direction should be strengthened, given a large number of violations of parking rules.

The system of payment of fines is systematically simplified. Now they can be seen and paid off not only on the portal of state and municipal services of the RT but also on a similar federal website. For the convenience of Kazan citizens, the possibility of paying fines on the spot right after the meeting of the administrative commission is being considered.

In addition, the decisions of the commission on enforcement will be sent to the bailiff service electronically since February. If earlier, about half of the letters did not reach the addressee, now this problem can be solved thereby ensuring the inevitability of punishment and increasing the penalties of fines.

“We have implemented a new program that allows us to issue resolutions and send them to the postal office in electronic form”, said G. Gismatullina. “The primary task now is to deliver registered letters to the offender in electronic form. Such pilot projects already exist in the Moscow and Rostov regions. We want to study this experience and introduce it in Kazan in 2018”.

According to G. Gismatullina, the number of fines imposed may be reduced. This is due to changes in the federal and republican legislation. Almost all violations now have such a penalty as a warning. For example, if a representative of a small business has neglected some rule for the first time, a warning will be issued to him instead of imposing a fine.
