Denis Kalinkin: “High-quality communication and fast Internet are the foundation for ensuring high rates of city development”

Over the year, the level of telephone installation in the Kazan settlements grew 3 times.

(KZN.RU, October 15, Ksenia Shvetsova). Since 2011, almost 1400 km of suspended lines have been transferred underground in Kazan. The length of these wires is equal to the distance fr om Kazan to Belgorod or from Murmansk to St. Petersburg. In the near future, not only the city streets will be arranged, but also the houses themselves. In June, an order from the Ministry of Housing and Public Utilities of the RF entered into force. It regulates the condition of low-voltage networks at entrances, and often the citizens themselves will have to monitor its execution. Rifat Khannanov, the head of the Information Technology and Communications Directorate, told about this today at the Business Monday. Also, he told about the development of digital technologies in Kazan, including in the settlements of the city.

Until recently, the lack of modern and high-quality communication services in Kazan settlements was a real problem. Despite all the efforts to attract investments in this area, the issue was very difficult to solve. There was no technical opportunity to connect in the vast majority of Kazan settlements. “We tried to get into the federal program, according to which all settlements, wh ere there are more than 250 households, are to connect to the Internet. But since the residential areas of Kazan do not fully relate to rural settlements, they did not get into the program”, said Rifat Khannanov. He added that the problem was resolved thanks to a pilot project on digitalization of the Altan Settlement, which was launched in 2017. Today, it is possible to connect modern services of access to the Internet, cable television and cloud-based video surveillance already in 25 residential areas of Kazan.

Such indicators have been achieved thanks to the investments of telecom operators and equitable access to infrastructure, said the experts. Thus, the six telecom operators that are currently participating in the digitalization of settlements have attracted more than 300 million rubles.

Over the next three years, 90% of the Kazan settlements will get the technical ability to connect services using GPON technology, which will eliminate the digital divide problem.

Denis Kalinkin, the head of the Executive Committee, noted that close interaction with operators allows creating an infrastructure of modern communications throughout the city, including settlements. “The ability to connect to high-speed Internet access is already in half of the households of our settlements, this is an achievement in just the last two years. Bringing this figure to 90% in a short time up is our most important task. I ask this promise to be fulfilled, because we must create equal conditions for all residents both those who live in the center and those who live on the periphery of the city”, said D. Kalinkin.

Digital technologies have become an integral part of the citizens’ life, who increasingly use communications infrastructure every day. Thus, the penetration of cellular communication in Kazan reached 173%. The number of subscribers of fixed access to the Internet is almost 400 thousand, cable television – 315 thousand. More than three thousand apartment buildings are ready to receive digital terrestrial television. According to R. Khannanov, due to constant interaction with telecom operators, the period for eliminating failures and collapses on telephone networks was reduced from 20 to 7 days, and the period for installing and replacing covers from 5 to 1 day. “If in 2017, more than 150 outreach events were held on appeals of citizens received by the People's Control, then in 9 months of this year, there are already 230 outreach events”, reported the head of the Information Technology and Communications Department.

Denis Kalinkin noted that today communication is not just a means of communication itself, but a source of information and the main resource for education and business. It is an effective tool for city authorities and a way to promptly receive feedback from residents. He also added that high-quality mobile communications quickly entered modern life. “Our President Rustam Minnikhanov noted in his message that digitalization is not an end in itself, it should be focused on practical results”, said D. Kalinkin. According to him, such factors as end-to-end digitalization of production and organizational processes of enterprises, institutions, authorities, the provision of popular state services in digital form, embedding digital literacy in the education system, digital analytics and modeling can be attributed to specific results.

“On the one hand, high-quality communication and fast Internet is, a sign of the development of our city, and on the other, a foundation for ensuring the pace of our development”, added the head of the Executive Committee.

R. Khannanov recalled that an active work is underway to convert the suspension networks on Kazan streets into underground cable sewers. In total, 1339 km out of 2094 km of wires are gone under the ground since 2011.

Today, on-site inspections of buildings and structures in Kazan are underway for the presence of ownerless communication lines. They are conducted jointly with the Housing and Communal Services Committee, district administrations, and management companies.

In addition, since last year a project has been implemented for coordinated transfer of suspended communication lines within separate quarters. Thus, due to its proximity to the Kazan Arena, the first block was chosen, bounded by Sibgat Khakim, Nigmatullin, Chistopolskaya and Amirkhan streets. In this quarter, telecom operators transferred 15 kilometers of suspensions, investing 22 million rubles in the project. This work continued in the quarter bounded by Chuikov, Musin, Yamashev, and Amirkhan streets.

The implementation of the quarterly transfer of suspended lines implies a five-year guarantee for all the work done by telecom operators. In particular, they should monitor the maintenance of green spaces, asphalt concrete pavement.

This year 3 more quarters were included in this project, added the speaker.

“We will continue to work on the transfer of wires to underground cable sewers. I’m afraid to imagine what the city would look like if 1400 km of lines we hid were hanging on pillars today”, said Denis Kalinkin.

On June 26, an order from the Ministry of Construction, Architecture and Housing and Communal Services of the RF came into force. It clearly regulates all aspects of laying low-voltage networks at entrances. “There were no standards earlier. Now they exist, and I would like to appeal to residents who enter into contracts for their own funds. When inviting an operator, they need to lay cables in the staircase accurately and carefully”, explained the speaker. He added that during the wiring to the apartment, citizens also need to ensure that employees of telecom operators dismantle the old wire that remains from the previous operator. “If residents, management companies, and telecom operators follow this approach, we will also arrange things at the entrances”, said R. Khannanov.

“The same order we impose on the streets should be introduced in houses and entrances. This is a task not only of the Office of Information and Communication, but of the heads of districts, the Housing and Utilities Committee, management companies. I ask you to continue this work”, concluded D. Kalinkin.
