57 small and medium businesses received a budget subsidy.

For the first half of this year, loans of 53.5 million rubles were issued in Kazan under the city program of concessional lending. 57 small and medium-sized businesses received a subsidy from the budget. The total amount of subsidies for the first half of the year was 5.2 million rubles. Artur Valiakhmetov, the chairman of the Committee for Economic Development, announced this at the Business Monday today.
The program of concessional lending to small and medium-sized businesses began operating from March 1this year. The city budget compensates 5% per annum for a concessional loan, with the established upper threshold of the loan rate not more than 20%.
Artur Valiakhmetov reminded that 12 banks were accredited for the implementation of the municipal program of concessional lending.
To date, the city program of concessional loans has been issued for a total amount of 53.5 million rubles. It is planned that by the end of the year, this figure will become larger. “Now it's summer, and lending is not so active. So far this is less than last year. But as of today, the Executive Committee has approved another 30 applications for preferential loans, some of which have already been disbursed”, explained A. Valiakhmetov. “We plan that by the end of the year, the number of concessional loans issued will be several times larger”.
Concessional lending has become one of the most effective tools of the urban program to support entrepreneurs. From 2007 to 2018, 472 Kazan entrepreneurs were able to use it. In total, they received loans for 1.8 billion rubles.
Along with the municipal program, a great help for SMEs in the current year was the launch of a program of concessional lending within the framework of the national project “SMEs and support for individual entrepreneurial initiative” by the Ministry of Economic Development of the RF. The entrepreneurs can get loans in authorized banks at a fixed rate of not more than 8.5% for a period of up to 10 years. “Participation of banks in this program implies a strict binding to the selected limits. Therefore, lending under the national project becomes a priority for banks”, noted A. Valiakhmetov. In total, the program included 70 banks from 29 regions of Russia.
“In such conditions, the need to adjust the municipal program of support for small and medium-sized businesses becomes obvious”, said A. Valiakhmetov. He reminded that this year, Kazan is developing a new program of support for SMEs for 5 years.
