Changes to the budget of Kazan for 2018 were made at the XXX session of the Kazan City Duma

Changes to the current city budget for 2018 were adopted by deputies at a meeting of the XXX session of the Kazan City Duma, which took place in the Kazan City Hall. Irek Mukhametshin, the head of the Financial Department, reported that the changes were required due to the regulations adopted by the Government of the RT in 2018, as well as an increase in tax and non-tax budget revenues. </p> <p> Taking into account the proposed changes, the total budget for the revenue side will be 25 billion 520 million rubles, for the expenditure side – 27 billion 6 million rubles. The deficit is 1 billion 486 million rubles. </p> <p> Irek Mukhametshin reported that the amount of subsidies allocated to the city from the budget of the RT increased by 910 million 600 thousand rubles. The funds were directed as following: for the maintenance of the road network – 468.5 million rubles; for the maintenance of the newly created municipal institutions and the payment of property tax – 117 million rubles; for improvement of the city territory – 59 million rubles; for material incentives and grant support to employees of municipal institutions – 39 million rubles; for the implementation of measures to provide housing for young families – 28 million rubles; for the development of a draft estimate of documentation for the construction of attachments to school buildings – 27 million rubles; for holding citywide activities – 20 million rubles, etc. In addition, the list of subsidies allocated from the city budget for the provision of services for the transportation and disposal of municipal solid waste in the territory is being developed. 152 million 400 thousand rubles are allocated from the budget of the republic for these purposes. </p> <p> “For 11 months of the current year, the amount of revenues amounted to 14 billion 222 million rubles or 95.6% of the planned appointments of the year. The growth rate of revenue to the city budget compared to the same period in 2018 was 114.5%. The accelerated growth rates of tax revenues and one-time receipts on non-tax revenues allow us to predict additional revenues of the city budget”, said I. Mukhametshin. In this regard, he proposed to allocate 441 million 800 thousand rubles additionally to finance the costs that are necessary to ensure the work of city services. It will be used for the maintenance of institutions, the work on the New Year's design of the city, the reimbursement of costs associated with maintaining roads during the World Cup, equipping kindergartens after overhauling, conducting fire prevention measures in social and cultural institutions, and other areas of work. </p> <p> In addition, the revenues of the budget were increased by 1.5 million rubles at the expense of gratuitous receipts from city enterprises, which will be used to hold events in the city districts. </p> <p> The repayment of a commercial loan in the amount of 15 million rubles has been also included in the changes in the budget of Kazan for 2018. At the same time, this year unused balances of subventions and subsidies from previous years in the amount of 40 million 200 thousand rubles will be returned to the budget of the republic. </p> <p> Deputies supported the proposed changes. Before the session, the draft changes were discussed with members of the standing commission on budget and financial issues, local taxes and fees. Bulat Kutdusov, the chairman of the commission, noted that within the framework of the meetings, the deputies agreed that the changes have the objective reasons behind and aimed at solving the city’s priority tasks. </p>
